The theoretical part of the thesis deals with the changes in the structures and functioning of families in the Czech Republic, birth rates and factors influencing birth rates, family policy in the Czech Republic and the analysis of selected family policy instruments in EU countries and the possibilities of their use in the Czech Republic. In the practical part of the thesis it was identified that single parents and families where no person is employed have a worse financial situation. For these groups, financial support from the state constitutes a more significant part of income. The econometric models failed to identify the impact of the selected variables on the level of aggregate fertility. There are several reasons why the econometric models did not perform as expected, in particular the length of the period of observation, the specificity of the period of observation and the use of aggregate data and average variables. The questionnaire survey helped to identify which forms of state support are needed in the Czech Republic to improve the pro-family climate. These include financial support, housing support, support in the form of better access to nurseries, and support in the form of greater access to flexible forms of work. The last chapter of the practical part of the thesis also proposed recommendations on how the state could make the selected instruments more effective. In addition, the proposal to shift some of the across-the-board support to individual support is highlighted, which better corresponds to the actual needs of families with children. |
