Analysis of the potential impact of relocating selected offices outside of Prague with reference to 2023

The submitted thesis addresses the issue of a hypothetical relocation of the Railway Authority and the Railway Inspection Office from Prague to Česká Třebová. The aim of the thesis is to assess the budgetary impacts related to the reference year 2023 and to formulate national economic recommendations for the relevant authorities. To achieve this goal, methods of analysis—mathematical and relational were primarily used, along with methods of approximation and induction. The theoretical part defines the basic theoretical framework, introducing the reader to the issue at hand and determining the behavior of economic policy actors in relation to it. The practical part builds on the theoretical section and analyzes specific data and statements. The first section focuses on the national economic perspective on the issue, placing general economic statistics data in the context of the thesis topic. This is followed by an analysis of financial statements and statistical data, and finally, the results are tested using cost-benefit analysis. All outputs are presented in the final SWOT analysis, which serves as the basis for formulating the final recommendation. The analysis of the relevant documents finds that the hypothetical relocation of the institutions to Česká Třebová could bring significant financial savings and could also be a welcome opportunity for the Česká Třebová locality, for which it has the personnel and professional capacities. The conclusions of the thesis provide a different insight into the issue of savings in the operation of public administration, regional development, and their interconnection.
