| Abstract: |
Diplomová práce se věnuje problematice devizových rezerv České národní banky. Devizové rezervy ve sledovaném období narostly do velikosti přesahující minimální požadované úrovně. Na základě analýzy se jako relevantní ukazuje s kvantitativním nárůstem také provést kvalitativní změnu rezerv. Tedy měly by být zvýšeny investice do aktiv přinášející vyšší výnosy i za cenu většího rizika. V opačném případě hrozí centrální bance značné kumulativní ztráty. Navazující analýza možnosti založení českého suverénního fondu poskytuje základní vymezení, jak by tato instituce mohla vypadat v českých podmínkách. Vznik suverénního fondu je však hodnocen jako málo reálný. |

| Abstract: |
The diploma thesis deals with issue of foreign exchange reserves of the Czech National Bank. Foreign exchange reserves in the monitored period grew to a size exceeding the minimum required level. Based on analysis it seems as relevant along with the quantitative increase make also quantitative change in reserves. Therefore, investments should be increased in assets that bring higher returns even at the costs of greater risk. Otherwise the central bank risks significant cumulative losses. The follow-up analysis of the possibility of establishing a Czech sovereign wealth fund provides a basic definition of how this institution could look in Czech conditions. However, the creation of a sovereign fund is considered as not very realistic. |
