Accessibility of Municipal Websites in the Czech Republic

This thesis addresses the issue of website accessibility for municipal and town websites in the Czech Republic. The quality of these websites is crucial for citizens who rely on them for information about current events, public facilities, and access to electronic public services. Unfortunately, the quality of these websites is not always at an adequate level. The goal of this work is to analyze such websites and develop an evaluation algorithm that could at least partially assess their quality. Firstly, the thesis discusses the laws and regulations that municipal websites must comply with. These laws are then described from a practical perspective in terms of their implementation and operation. Subsequently, specific criteria are selected that should be adhered to by the websites of public institutions, especially municipal websites. The work then focuses on the practical part, which describes the process of implementing the algorithm for evaluating the quality of individual criteria on the website. The algorithm was developed iteratively using the Kanban agile methodology, which allowed for flexible responses to identified problems and deficiencies in the implementation. The implementation was continuously improved and tested over the chosen training set. Afterwards, the quality of the algorithm was evaluated over the test set. The testing results showed an 80 % accuracy and 95 % completeness of the algorithm, which is not entirely satisfactory for a typical production environment. Finally, the thesis includes a detailed summary of the results, as well as a description of identified issues and possible further development.
