| Abstract: | Opční protokol k Úmluvě o právech dítěte o zapojování dětí do ozbrojených konfliktů, přijatý v roce 2002, je zásadním dokumentem pro ochranu dětí na mezinárodní úrovni. Cílem této práce je zhodnocení internalizace a dodržování tohoto Protokolu. Práce se zaměřuje na analýzu a komparaci sebehodnotících zpráv, které státy mají povinnost podávat v souladu s tímto protokolem a svými lidskoprávními závazky týkajících se zapojování dětí do ozbrojených konfliktů. Práce se také zabývá zpětnou reakcí od příslušných orgánů OSN, konkrétně Výboru pro práva dítěte a Pracovní skupiny UPR. Výzkumné otázky zní: Jaká je reportovací morálka států v rámci tohoto Opčního protokolu? Jak státy hovoří o problému zapojování dětí do ozbrojených konfliktů? Jaká je angažovanost OSN v řešení této problematiky, přesněji, podává OSN zprávy v rámci zpětné vazby a konfrontuje v nich státy v otázkách ochrany dětí v ozbrojených konfliktech? Hlavním nástrojem bude povinnost reportingu stanovená článkem 8 Opčního protokolu k Úmluvě o právech dítěte o zapojování dětí do ozbrojených konfliktů a reporting k této problematice v obecném lidskoprávním nástroji podávání zpráv, jímž je Universal Periodic Review. |

| Abstract: | The Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict, adopted in 2002, is a fundamental document for the protection of children at the international level. The aim of this work is to evaluate the internalization and compliance with this Protocol. The study focuses on the analysis and comparison of self-evaluation reports that states are obligated to submit in accordance with this protocol and their human rights commitments regarding the involvement of children in armed conflicts. It also addresses feedback from relevant UN bodies, specifically the Committee on the Rights of the Child and the UPR Working Group. The research questions are: What is the reporting morale of states under this Optional Protocol? How do states address the issue of children's involvement in armed conflicts? What is the engagement of the UN in addressing this issue, specifically, does the UN provide reports in feedback and confront states on matters concerning child protection in armed conflicts? The main tool will be the reporting obligation established by Article 8 of the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict and reporting on this issue within the general human rights reporting mechanism known as the Universal Periodic Review. |
