| Abstract: | Tato práce je věnována v současnosti velmi aktuální, a přitom stále kontroverzní problematice mezinárodních imunit ve střetu s odpovědností hlav států za zločiny podle mezinárodního práva. V souvislosti s tím se práce nezbytně zabývá i jurisdikcí Mezinárodního trestního soudu a jeho rolí v mezinárodním prostředí a mezinárodním právu trestním. Konkrétně je celá problematika ilustrována na dvou historicky jedinečných případech mezinárodních zatykačů na úřadující hlavy států vydaných Mezinárodním trestním soudem – Umara al-Bašíra a Vladimira Putina. Práce dále objasňuje důvody, proč ani jeden ze zmíněných prezidentů doposud před tímto soudem nestanul, přičemž zohledňuje jak právní, tak politické aspekty obou případů. |

| Abstract: | This thesis is addressing the very recent and still controversial issue of international immunities in clash with the responsibility of heads of state for crimes under international law. In this context, the thesis inevitably examines the jurisdiction of the International Criminal Court and its role on the international scene and in the international criminal law. More specifically, the whole issue is illustrated through two historically unique cases of international arrest warrants issued by the International Criminal Court against sitting heads of state - Omar al-Bashir and Vladimir Putin. The thesis further explains the reasons why neither of the aforementioned presidents has so far appeared before the Court, taking into account both legal and political aspects of the two cases. |
