| Abstract: | Bakalářská práce zkoumá evropské politiky na podporu demokracie, které cílí na Blízký východ v období mezi roky 1993 a 2023. Cílem studie je objasnit vývoj těchto politik v kontextu Arabského jara a pandemie Covid-19 a identifikovat stálé a proměnlivé znaky. V rámci komparativní případové studie byly odhaleny konzistentní znaky, mezi které se řadí absence jasné definice, nenásilné působení, konstantní nástrojové vybavení a selektivita týkající se podporovaných standardů demokracie i partnerů. Změnami naopak prošla výše finanční pomoci, snaha o sjednocení, flexibilitu a role nestátních aktérů. Přestože Evropská unie rozšiřuje oblasti spolupráce, do kterých zahrnuje i nové trendy, základem jejích přístupu zůstává bezpečnostní agenda. |

| Abstract: | This bachelor's thesis examines European policies aimed at supporting democracy in the Middle East between 1993 and 2023. The study aims to elucidate the development of these policies in the context of the Arab Spring and the Covid-19 pandemic and to identify consistent and variable features. A comparative case study revealed consistent characteristics, including the absence of a clear definition, non–violent approach, constant forms of assistance, and selectivity regarding supported democratic standards and partners. In contrast, changes occurred in the amount of financial aid, efforts toward unification, flexibility, and the role of non–state actors. Despite the European Union expanding areas of cooperation to include new trends, the foundation of its approach remains a security agenda. |
