Education expenditure to GDP

Public spending on education is often the subject of discussion in the media, especially by politicians and unions, where the data is often presented without any methodological background. However, a precise understanding of the differences in measurement is crucial, since different approaches lead to dramatically different results. I have not been able to find a comprehensive work that would analyze the individual approaches to measuring spending on education, which is precisely why I decided to deal with this issue in my bachelor's thesis. The aim of this bachelor's thesis is to analyze the differences in the methods of measuring spending with an emphasis on education of two main international methodologies - UOE (Collection of Data on Education Systems by UNESCO, OECD and Eurostat) and COFOG (Classification of the Functions of Government). The result of the work is an evaluation of both methodologies, supplemented by recommendations where the Czech Republic lags in comparison with the European average and Austria. The findings of this work should help to understand the differences between the methodologies and thus clarify discussions on this topic not only among experts, but also among the wider public and politicians who make decisions based on this data.
