The theoretical part of the thesis presents economic theories related to public finance, fiscal policy, functioning of the entire public finance sector, and also the theory of exogenous shocks. In the practical part, the period between 2013-2019 is first analyzed, followed by an analysis of the pandemic period itself. The analysis of the public finance sector is preceded by a description of the political and economic context of the period. Based on the analysis carried out in the practical part, the significant negative impact of the covid-19 pandemic on public finance in 2020 and 2021 is clearly determined. Nevertheless, this exogenous shock cannot be considered the sole cause of the current state of public finance. An equally important cause is irresponsible management of public finance, which is reflected in the mismatch between revenue and expenditure in the general government sector since 2017. The pandemic period is a period of continued irresponsible management of public finance and at the same time a period of non-compliance with fiscal rules and the practice of generous expansionary fiscal policy. These individual steps by government authorities continue to threaten the sustainability of public finance. |
