Implementation of Smart Administration Projects in Selected Municipalities with Delegated Powers in the Liberec and Central Bohemian Regions

The bachelor's thesis deals with the implementation of projects under the Smart Administration Strategy in municipalities with delegated powers in the Liberec and Central Bohemian Regions. The aim of the thesis is to assess whether the implementation of projects within the framework of the Smart Administration Strategy in these municipalities during the programming periods 2007–2013 and 2014–2020, supported by the European Social Fund, led to the streamlining of provided services and whether its set objectives were achieved. The bachelor's thesis places the Smart Administration Strategy within the context of public administration theories and thus provides a comprehensive overview of the implementation of this strategy in the Czech Republic. The thesis employs the comparative analysis method to compare data obtained from interviews with actors from individual offices in the selected municipalities. Data obtained through the interviews show that projects implemented under the Smart Administration Strategy, supported by the European Social Fund, place a significant workload on smaller municipalities with delegated powers, which unfortunately does not lead to the desired results. The data also revealed that smaller municipalities primarily implement projects focused on the development of information technologies or the purchase of new equipment, which help streamline and accelerate the operation of the offices.
