Disertační práce se zaměřuje na analýzu vlivu změn ve výši platů zastupitelů na rozpočtové ukazatele obcí s velikostí populace od 3 do 20 tisíc obyvatel. K identifikaci vztahu mezi výší platů a rozpočtovým chováním obcí je využita metoda regresní diskontinuity (RDD), která umožňuje porovnat obce těsně nad a pod populačním prahem definovaným legislativou, kde dochází ke změně výše platu. Práce zkoumá, jak změny ve výši platů ovlivňují obecní výdaje, investice, příjmy a další rozpočtové ukazatele. Zároveň analyzuje vliv výše platu na charakteristiky kandidátů a zastupitelů a popisuje mechanismy určování platů obecních zastupitelů v ČR od roku 1995 do roku 2024. Dále se dívá na platy i jako výdaj obce a zkoumá dopady rozdílů. Výsledky disertační práce přispívají k lepšímu pochopení ekonomických dopadů nastavení odměn pro lokální zastupitele. |

The dissertation focuses on analyzing the impact of changes in the remunerations of municipal representatives on the budgetary indicators of municipalities with populations ranging from 3,000 to 20,000 inhabitants. To identify the relationship between remuneration levels and municipal budgetary behavior, the regression discontinuity design (RDD) method is used, allowing for a comparison of municipalities situated just above and below the population threshold, as defined by legislation, where remuneration rules change. The study examines how changes in remuneration levels affect municipal expenditures, investments, revenues, and other budgetary indicators. Additionally, it explores the impact of remuneration levels on the characteristics of candidates and representaives and describes the mechanisms for determining remunerations in the Czech Republic from 1995 to 2024. It also looks at remunerations as a municipal expense and examines the impacts of differences. The findings of the study contribute to a better understanding of the economic impacts of setting remuneration for local representatives. |
