Analysis of the Impact of Kurzarbeit on Male Unemployment in Germany during the Great Recession

This bachelor’s thesis analyzes the impact of the Kurzarbeit system on male unemployment in Germany during the period of the Great Recession (2007–2009). The aim of the thesis is to evaluate the effectiveness of this labor policy instrument as a means of stabilizing the labor market and reducing unemployment during times of economic downturn. The thesis first presents the theoretical foundations of the labor market, various forms of unemployment, and the specific characteristics of the Great Recession in the German context. It then focuses on the Kurzarbeit system—its principles, historical development, and concrete application during the crisis. Through secondary analysis of statistical data from available national and international sources, the thesis tracks the development of male employment and unemployment from 2007 to 2010. The findings indicate that Kurzarbeit significantly contributed to mitigating the effects of the crisis on the male workforce, particularly in industrial sectors that were most affected by the recession. The thesis also reflects on gender differences in program participation and offers recommendations for the future design of similar measures during periods of economic disruption.
