| Abstract: |
The Master’s Thesis focuses on the SME aspect of innovation policy in the Republic of Korea. It analyses the innovation ecosystem with particular attention to government support, enterprise R&D investment, startup and venture capital development, and the challenges SMEs face in developing their own technologies and commercialising innovation. It also examines SME internationalisation through recent export trends. The final section offers a comparative perspective by assessing key elements of Germany’s SME policy and identifying relevant parallels and lessons for Korea. The thesis finds that the innovation-related goals of the Park and Moon administrations have largely been fulfilled. However, Korean SMEs continue to face significant difficulties, especially after the COVID-19 pandemic. While SME exports have grown in value, their share of total exports is declining, despite what appears to be a shift towards higher value-added sectors. Drawing on German experience, the thesis recommends enhancing vocational training, expanding university–SME internships, strengthening lifelong learning, and introducing intermediary research institutions. It also highlights the need to better tailor digitalisation policies to SME requirements in order to prevent widening of the productivity gap. |

Diplomová práca sa zameriava na aspekt inovačnej politiky malých a stredných podnikov (MSP) v Kórejskej republike. Cieli na analýzu inovačného ekosystému s dôrazom na vládnu podporu, podnikové investície do výskumu a vývoja, na rozvoj startupov a rizikového kapitálu a na výzvy, ktorým musia MSP čeliť pri vývoji vlastných technológií a komercializácii inovácií. Skúma taktiež internacionalizáciu MSP prostredníctvom najnovších exportných trendov. Záverečná časť ponúka porovnávaciu perspektívu posúdením kľúčových prvkov nemeckej politiky MSP a identifikovaním relevantných paralel a ponaučení pre Kóreu. V rámci diplomovej práce sa zistilo, že ciele administratív Park a Moona týkajúce sa inovácií boli do značnej miery naplnené. Kórejské MSP však naďalej čelia značným ťažkostiam, najmä po pandémii COVID-19. Hoci sa hodnota vývozu MSP zvýšila, ich pomer na celkovom vývoze klesá, a to napriek tomu, že sa zdá, že dochádza k posunu k odvetviam s vyššou pridanou hodnotou. Na základe skúseností z Nemecka sa v záverečnej práci odporúča posilniť odborné vzdelávanie, stáže medzi univerzitami a MSP, rozšíriť celoživotné vzdelávanie a zaviesť sprostredkovateľské výskumné inštitúcie. Práca takisto poukazuje na nutnosť lepšie prispôsobiť politiku digitalizácie potrebám MSP, aby sa predišlo prehlbovaniu rozdielov v oblasti produktivity. |
