Implementation of the Istanbul Convention in the area of support services

This study examines the implementation of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence, known as the Istanbul Convention, in the area of support services for victims of violence against women and domestic violence. It analyses and compares the situation in selected European countries that were among the first to ratify the Convention. The main aim of the study is to identify the measures adopted by these states and to assess their compliance with the requirements of the international treaty. A thematic analysis was conducted through coding of the first thematic evaluation reports issued by the GREVIO monitoring body. The analysis focused on the protection of victims through support services, including various forms of assistance such as social counselling, specialised facilities, and healthcare. Significant differences between the examined countries were identified, with the degree of compliance being influenced by national strategies, economic conditions, and political orientation. The study highlights the importance of international monitoring and the role of the Istanbul Convention as a tool for improving women's human rights.
