Tato diplomová práce se zabývá aplikací teorie her na krajské volby v České republice a zkoumá, jak volební systémy a povolební strategie ovlivňují rozdělení moci na regionální úrovni. Simulovány jsou alternativní metody přepočtu hlasů na mandáty (upravená a klasická D’Hondtova metoda, metoda Sainte-Laguë a Hareova kvóta) pro třináct krajů. Pro jednotlivé kandidující subjekty jsou vypočteny Shapley–Shubikův a Banzhafův index síly a identifikovány teoreticky možné minimální vítězné koalice, které jsou porovnány se skutečně vzniklými uskupeními. Druhá část práce se zaměřuje na regresní analýzu faktorů ovlivňujících volební účast na úrovni okresů. Výsledky ukazují, že metody s vyšší mírou proporcionality mírně zvýhodňují menší subjekty a že v mnoha krajích skutečně vznikají koalice odpovídající teoretickým předpokladům. Volební účast je významně ovlivněna regionálními socioekonomickými a demografickými faktory. |

| Abstract: |
This thesis examines the application of game theory to regional elections in the Czech Republic and explores how electoral systems and post-election strategies influence the distribution of power at the regional level. It simulates alternative methods of vote-to-seat allocation (the modified and classical D’Hondt method, the Sainte-Laguë method, and the Hare quota) across thirteen regions. For each candidate list, the Shapley–Shubik and Banzhaf power indices are calculated, and theoretically possible minimal winning coalitions are identified and compared with the coalitions that actually formed. The second part of the thesis focuses on regression analysis of the factors influencing voter turnout at the district level. The findings show that methods with a higher degree of proportionality slightly favor smaller parties, and that in many regions, coalitions consistent with theoretical expectations do in fact emerge. Voter turnout is significantly influenced by regional socioeconomic and demographic factors. |
