Bakalářská práce se zabývá komparací rodinné politiky v České republice a Estonsku v roce 2025 s důrazem na její digitalizaci. Obě země vycházejí ze společné socialistické minulosti, avšak jejich přístup k poskytování rodinných dávek a jejich digitalizaci se liší. Hlavním cílem práce je identifikovat rozdíly a společné rysy koncepce rodinné politiky obou zemí a digitalizace rodinných dávek. Teoretická část udává teoretická východiska, která slouží jako základ pro nadcházející praktickou část, a vymezuje sociální politiku, rodinnou politiku a charakterizuje digitalizaci veřejné správy. V praktické části je provedena analýza a komparace systémů rodinné politiky a jejich digitalizace v České republice a Estonsku. Výsledky práce ukazují, že rodinná politika v Estonsku vykazuje rozsáhlejší finanční podporu než v České republice. V oblasti digitalizace rodinných dávek Estonsko výrazně předběhlo Českou republiku a většina příspěvků je poskytováno automatizovaně bez nutnosti manuální žádosti. Estonsko disponuje systémem X-road, který slouží k integraci dat mezi různými institucemi a databázemi. Česká republika v oblasti propojenosti dat za Estonskem zaostává. Práce přináší doporučení pro možná zlepšení českého systému s ohledem na estonské zkušenosti. |

| Abstract: |
This bachelor’s thesis deals with a comparison of family policy in the Czech Republic and Estonia in 2025 with an emphasis on its digitalization. Both countries share a common socialistic past, but their approaches to the provision and digitalization of family benefits differ significantly. The main objective of this thesis is to identify the similarities and differences in the concept of family policy and the digitalization of family benefits in the two countries. The theoretical part outlines the conceptual framework serving as a basis for the practical part, and defines social policy, family policy, and the digitalization of public administration. The practical part provides an analysis and comparison of the family policy systems and their digitalization in the Czech Republic and Estonia. The results of the work show that family policy in Estonia has more extensive financial support than in the Czech Republic. In the area of digitalization of family benefits, Estonia is significantly ahead of the Czech Republic and most of the benefits are provided automatically without the need for manual application. Estonia uses the X-road system to integrate data between different institutions and databases. The Czech Republic lags Estonia in terms of data interconnectivity. The thesis concludes with recommendations for improving the Czech system based on Estonia’s experience. |
