| Abstract: | Tato práce se zabývá analýzou možností využití partnerství veřejného a soukromého sektoru při zřízení a provozu obecní mateřské školy v podmínkách českých obcí. Cílem bylo porovnat finanční dopady dvou modelů spolupráce – „Design & Build“ a „Design, Build & Lease“ – prostřednictvím analýzy finančních toků založené na veřejně dostupných datech konkrétní obce a stanovených omezujících předpokladech. Výsledky analýzy finančních toků a následné citlivostní analýzy ukazují, že z hlediska dlouhodobé finanční efektivity je výhodnější model výstavby „Design & Build“, a to i v případě, že obec nedisponuje vlastními zdroji, ale je zde nutný vyšší podíl úvěrového financování. Práce dále upozorňuje na legislativní překážky, které v současnosti omezují širší rozvoj PPP v oblasti vzdělávací infrastruktury v České republice. V závěru práce jsou formulována doporučení pro obce, která zdůrazňují potřebu důkladné finanční analýzy, realistického posouzení rizik a přizpůsobení volby modelu finančním možnostem každého zřizovatele. |

| Abstract: | The master thesis analyzes the possibilities of using public-private partnerships (PPP) for the establishment and operation of municipal kindergartens within the conditions of Czech municipalities. The aim was to compare the financial impacts of two cooperation models – "Design & Build" and "Design, Build & Lease" – through a financial flow analysis based on publicly available data from a specific municipality and defined limiting assumptions. The results of the financial flow analysis and subsequent sensitivity analysis show that in terms of long-term financial efficiency, the "Design & Build" model is more advantageous, even if the municipality does not have sufficient own resources and a higher share of loan financing is necessary. The thesis also highlights legislative barriers that currently limit the broader development of PPP projects in the field of educational infrastructure in the Czech Republic. In conclusion, the thesis formulates recommendations for municipalities, emphasizing the need for thorough financial analysis, realistic risk assessment, and adaptation of the selected model to the financial capabilities of each contracting authority. |
