Climate adaptation and flood preparedness in the Czech Republic

This bachelor’s thesis addresses the issue of urban climate adaptation in the context of increasing flood risk as a consequence of climate change. The aim of the thesis is to identify the main barriers hindering the effective adaptation of Czech cities to flood events and to propose recommendations to improve their preparedness. The thesis combines theoretical insights from the fields of disaster management and climate adaptation with qualitative research conducted through semi-structured interviews with representatives in leadership positions from Czech municipalities. The collected data reveal that key obstacles to adaptation include lengthy legislative and permitting procedures, low awareness, limited institutional coordination, and insufficient capacity of local administrations. The thesis provides practical recommendations focused on improving the planning, financing, and communication of adaptation measures. The findings may serve as a foundation for more effective approaches to building urban flood resilience and contribute to the development of sustainable strategies in the field of disaster management.
