| Abstract: | Tato diplomová práce se zabývá rolí státu v sociální politice České republiky po roce 1989. Cílem je popisně-analytickým způsobem zhodnotit vývoj této role ve vybraných oblastech sociální politiky – důchodového zabezpečení, rodinné politiky a zdravotnictví – s ohledem na jejich institucionální transformaci, legislativní vývoj a měnící se společenský kontext. Práce vychází z rešerše odborných a statistických zdrojů a kombinuje historický přehled s rozborem současného stavu. Ukazuje, že český sociální systém prošel od roku 1989 zásadní proměnou, při které došlo k odklonu od centrálně plánovaného modelu směrem k pluralitnějšímu a decentralizovanému systému, v němž stát zůstává klíčovým garantem základní sociální ochrany. V práci jsou podrobně analyzovány konkrétní nástroje, které stát v jednotlivých oblastech uplatňuje, a také slabiny současného systému, především v otázkách finanční udržitelnosti a demografického vývoje. Závěrečná kapitola se věnuje predikci dalšího vývoje a identifikuje hlavní výzvy, jimž bude stát v oblasti sociální politiky čelit – například transformaci důchodového systému, digitalizaci agend, změny v přístupu k rodině a tlaky na modernizaci zdravotní péče. |

| Abstract: | This thesis explores the role of the state in the social policy of the Czech Republic since 1989. The aim is to analyze the development of the state’s involvement in key areas of social policy – pensions, family policy, and healthcare – with regard to institutional transformation, legislative changes, and evolving societal conditions. Based on a review of expert literature and statistical data, the thesis combines a historical overview with an analysis of the current state of the social protection system. It demonstrates that the Czech welfare model has undergone a fundamental transformation since 1989, shifting from a centrally planned system to a more pluralistic and decentralized model, while maintaining the state as the primary guarantor of essential social support. The thesis examines the main instruments used by the state in these areas and identifies weaknesses in the system, especially in terms of financial sustainability and demographic pressures. The final chapter outlines expected developments and future challenges, including pension system reform, digitalization of social services, changes in family support policy, and the need to modernize healthcare provision in response to changing needs. |
