THE IMPACT OF EUROPEAN SUBSIDIES FROM THE INTEGRATED OPERATIONAL PROGRAMME ON THE DEVELOPMENT OF HEALTH CARE IN THE CZECH REPUBLIC IN THE PERIOD 2014-2023

| Abstract: | Tato bakalářská práce zkoumá dopad evropských dotací z Integrovaného regionálního operačního programu (IROP), na rozvoj zdravotnictví v České republice v období 2014 až 2023. Stanovenou hypotézou, kterou práce ověřuje je tvrzení, že čerpání dotací podporuje rozvoj zdravotnictví v České republice. Teoretická část se zaměřuje na metodu literární rešerše, kdy definuje pojmy, které se později aplikují v části praktické. Představuje základní koncepty spojené s veřejnými financemi, evropskou dotační politikou se zaměřením na strukturální fondy Evropské unie stanovené pro Českou republiku pro období 2014 až 2023 a představení struktury zdravotnictví v České republice. Praktická část pracuje s daty o počtu zrealizovaných projektů, výši dotací, počtu lékařů, nemocnic a lůžek následné péče a porovnává vývoj těchto proměnných mezi lety 2014 až 2023, včetně referenčního roku 2013 ve všech krajích České republiky v závislosti na počtu obyvatel. Výsledky výzkumu ukazují, že dotace z evropských fondů zprostředkované v rámci IROP v období 2014 až 2023 pozitivně ovlivňují rozvoj zdravotnictví v České republice a potvrzují tak stanovenou hypotézu. Přesto však přetrvávají rozdíly mezi jednotlivými kraji v objemu čerpaných dotací i v jejich výsledcích. Práce kvantitativně srovnána efektivitu čerpání dotací mezi kraji a navrhuje doporučení pro lepší zacílení podpory v následujících programových obdobích. |

| Abstract: | This bachelor thesis examines the impact of European subsidies from the Integrated Regional Operational Programme (IROP) on the development of the health sector in the Czech Republic in the period 2014 to 2023. The hypothesis that the thesis tests is that the use of subsidies supports the development of the health sector in the Czech Republic. The theoretical part focuses on the method of literature search, defining concepts that are later applied in the practical part. It introduces the basic concepts related to public finance, European subsidy policy with a focus on the European Structural Funds set for the Czech Republic for the period 2014 to 2023, and the structure of the healthcare system in the Czech Republic. The practical part works with data on the number of implemented projects, the amount of subsidies, the number of doctors, hospitals and aftercare beds and compares the development of these variables between 2014 to 2023, including the reference year 2013 in all regions of the Czech Republic depending on the population. The research results show that the subsidies from European funds mediated by IROP in the period 2014 to 2023 positively influence the development of the health sector in the Czech Republic, thus confirming the hypothesis. Nevertheless, differences persist between regions in the volume of subsidies drawn and in their results. The paper quantitatively compares the effectiveness of subsidy disbursement between regions and proposes recommendations for better targeting of support in the following programming periods.
