Digitalization of Public Administration in the Field of Migration: Analysis of the Implementation of the Integrated Foreigners’ Agenda System (ICAS) in the Czech Republic

This bachelor’s thesis focuses on the implementation of the Integrated Foreigners’ Agenda System (ICAS), which is part of the broader digitalization of public administration. The aim is to analyse the current state of the foreigners' agenda, assess the expected benefits and risks of the ICAS system, and propose recommendations for its effective implementation. The analysis shows that ICAS represents a significant step forward. Although certain concerns remain, the system is welcomed by both public officials and the target group of foreign nationals. Key recommendations include the introduction of a testing environment, a multilingual interface, and interactive elements to reduce error rates. Inspiration can also be drawn from foreign legislative frameworks, such as simplified procedures for highly skilled individuals in Germany. A preliminary economic analysis suggests that the expected benefits are likely to outweigh the associated costs – particularly in terms of administrative, personnel, and operational expenses. The thesis provides concrete findings and insights that can support the preparation and implementation of the ICAS system within the Czech Republic.
