Bakalářská práce se zabývá financováním školství z rozpočtového určení daní (RUD) na úrovni obcí, konkrétně v Kraji Vysočina. Cílem je zjistit, jak obce hospodaří s prostředky z RUD určenými na školství a v jaké míře je nutné školství dofinancovávat z vlastních rozpočtů. V teoretické části jsou popsány principy fungování RUD, legislativní rámec a role obcí jako zřizovatelů škol. Praktická část je rozdělena na analýzu města Ždírec nad Doubravou a analýzu všech obcí v Kraji Vysočina, které v období let 2013–2024 disponovaly základní nebo mateřskou školou. V rámci analýzy jsou sledovány tři hlavní ukazatele: počet žáků v čase, výdaje na školství na jednoho žáka a ukazatel využití prostředků z RUD. |

| Abstract: |
The bachelor's thesis deals with the financing of education from tax revenue allocation (RUD) at the municipal level, specifically in the Vysočina Region. The aim is to determine how municipalities manage RUD funds allocated for education and to what extent education needs to be additionally financed from their own budgets. The theoretical part describes the principles of RUD operation, the legislative framework, and the role of municipalities as school founders. The practical part is divided into an analysis of the town of Ždírec nad Doubravou and an analysis of all municipalities in the Vysočina Region that operated a primary or nursery school during the period 2013–2024. The analysis monitored three main indicators: the number of pupils over time, education expenditure per pupil, and the indicator of RUD fund utilization. |
