Tato bakalářská práce se zabývá problematikou politicko-ekonomického cyklu v českých obcích. Cílem práce bylo analyzovat, zda ve vybraných českých obcích dochází vlivem voleb ke změnám ve struktuře a ve výši veřejných výdajů. Dalším cílem bylo určit, nakolik složení vládnoucí koalice ovlivňuje tyto výdajové změny. K dosažení cíle byla provedena kvantitativní analýza získaných dat zaměřená na výdaje obcí v oblastech kultury a sportu v různých fázích volebního cyklu. Výdaje ve volebních letech byly porovnány s průměrnými hodnotami v období mezi volbami. Došlo také k analýze z hlediska cyklické komponenty s využitím HP filtru a periodogramu, tato metoda se ale prokázala jako nedostatečná. Hlavní výsledky ukázaly, že bylo potvrzeno možné navyšování výdajů, zejména na viditelné investice, v kultuře a sportu. Závěry práce nezamítly existenci politicko-ekonomického cyklu na komunální úrovni a přispívají k hlubšímu porozumění dopadu volebních cyklů na hospodaření obcí. Tyto poznatky mohou být využity ke zvýšení transparentnosti a efektivity veřejných financí na místní úrovni. |

| Abstract: |
This bachelor thesis examines the political-economic cycle in Czech municipalities. The aim of the thesis was to analyse whether in selected Czech municipalities changes in the structure and level of public spending occur due to elections. Another objective was to determine to what extent the composition of the ruling coalition influences these expenditure changes. In order to achieve this goal, a quantitative analysis of the data was carried out, focusing on municipal spending in the areas of culture and sport at different stages of the electoral cycle. Expenditure in election years were compared with average values in the period between elections. Additionally, an analysis of the cyclical component was carried out using the HP filter and periodogram, but this method proved insufficient. The main results showed that a possible increase in expenditures were confirmed, especially for visible investments, in culture and sport. The conclusions of the paper did not reject the existence of a political economy cycle on municipal level and contribute to a deeper understanding of the impact of electoral cycles on municipal management. These findings can be used to increase transparency and efficiency of public finance at the local level. |
