Tato bakalářská práce se zabývá rozkladem sald hospodaření sektoru vládních institucí ve vybraných zemích Evropské unie v letech 2018–2023. Práce je rozdělena na teoretickou a praktickou část. Teoretická část se věnuje hlavním dopadům dvou zásadních krizí – pandemie covidu-19 a energetická krize – na ekonomiky členských států a dále na intervence implementované během nich. Praktická část zahrnuje tvorbu jednotného datového souboru vládních příjmů a výdajů podle jejich hlavních složek. Následně je provedena komparativní analýza sald veřejných financí mezi jednotlivými státy a časovým obdobím. V rámci praktické části je také vytvořena dílčí analýza výdajů podle funkce, podle dat COFOG. Práce identifikuje rozdíly v přístupu ke krizím a následné schopnosti rychle se po krizi navrátit k původním hodnotám. Na konci bakalářské práce jsou na základě výsledků formulována doporučení pro udržitelnější a efektivnější rozpočtovou politiku v zemích EU. |

| Abstract: |
This bachelor’s thesis focuses on the decomposition of general government sector balances in selected European Union countries between 2018 and 2023. The thesis is divided into a theoretical and a practical part. The theoretical part examines the main impacts of two major crises — the COVID-19 pandemic and the energy crisis — on the economies of EU member states, as well as the interventions implemented during these periods. The practical part involves the creation of a unified dataset of government revenues and expenditures, broken down by their main components. A comparative analysis of public finance balances across countries and time periods is then conducted. Additionally, a partial analysis of government expenditures by function is carried out using COFOG data. The thesis identifies differences in countries’ approaches to the crises and their subsequent ability to return to pre-crisis levels. Based on the findings, the thesis concludes with recommendations for more sustainable and effective fiscal policy in EU countries. |
