| Abstract: | Tato bakalářská práce se zabývá analýzou dopadů regulací na dostupnost bydlení v České republice. Práce je rozdělena na teoretickou a empirickou část. Teoretická část se zaměřuje na specifika trhu s bydlením a detailně rozebírá jednotlivé formy regulací, jako jsou stavební a územní předpisy, regulace nájemného, podpora družstevního bydlení, regulace krátkodobého ubytování a nové legislativní nástroje, včetně zákona o podpoře bydlení. Empirická část práce využívá dotazníkové šetření mezi obyvateli ČR a mezinárodní srovnání dostupnosti bydlení ve vybraných zemích. Výsledky ukazují, že regulační rámec má značný vliv na ekonomickou dostupnost i sociální stabilitu. Byly identifikovány překážky v oblasti stavebního řízení, omezená ochrana nájemníků a potenciál nevyužitého družstevního modelu. Na základě zjištěných skutečností práce navrhuje konkrétní opatření, která by mohla přispět k vyšší dostupnosti a stabilitě v Česku. |

| Abstract: | This bachelor's thesis analyses the impact of regulations on housing affordability in the Czech Republic. The thesis is divided into theoretical and empirical parts. The theoretical section focuses on the specifics of the housing market and examines various forms of regulation in detail, such as building and zoning regulations, rent control, support for cooperative housing, regulation of short-term rentals, and new legislative tools, including the Housing Support Act. The empirical section includes a questionnaire survey conducted among Czech residents and an international comparison of housing affordability in selected countries. The findings show that the regulatory framework significantly affects both economic affordability and social stability. The research identifies obstacles in the building permit process, limited tenant protection, and the untapped potential of the cooperative housing model. Based on the results, the thesis proposes specific measures that could contribute to greater housing availability and stability in the Czech Republic. |
