Tato bakalářská práce se soustředí na problematiku zaměstnávání cizinců v České republice se zaměřením na vietnamskou komunitu. Zájemci o práci z Vietnamu mají možnost být zaměstnáni na území České republiky pouze se zaměstnaneckou kartou. Zaměstnávání cizinců je rozsáhle vymezeno v českém právu, zejména v Občanském zákoníku, Zákoníku práce, zákonu o zaměstnanosti a zákonu o pobytu cizinců. Dále v procesu žádosti o zaměstnaneckou kartu hrají roli různá ministerstva České republiky. Implementace zaměstnanecké karty měla za účel zjednoduššení procesu zaměstnávání cizinců, ale v praxi jsou vidět mezery v procesu, především komplexita a nedostatek transparentnosti, což vede k zdlouhavým a neefektivním procesům. Doporučení k řešení těchto problémů je digitalizace procesu žádosti o zaměstnaneckou kartu a zvýšení kapacity správních pracovníků. |

This bachelor's thesis focuses on the issue of employing foreigners in the Czech Republic with a focus on the Vietnamese community. Job seekers from Vietnam have the opportunity to be employed in the Czech Republic only with an employment card. The employment of foreigners is extensively defined in Czech law, especially in the Civil Code, the Labor Code, the Employment Act and the Act on the Residence of Foreigners. Furthermore, various ministries of the Czech Republic play a role in the process of applying for an employment card. The implementation of the employment card was intended to simplify the process of employing foreigners, but in practice, gaps in the process are visible, especially the complexity and lack of transparency, which leads to lengthy and inefficient processes. The recommendation to solve these problems is to digitize the process of applying for an employment card and increase the capacity of administrative staff. |
