Fulfillment of the Czech Republic Government's Commitments in Family Policy: A Comparison of Planned and Implemented Measures in the years 2022 to 2025

This bachelor's thesis deals with the analysis of the Programme Statement of the Government of the Czech Republic, with a special focus on the area of family policy. The main goal is to assess to what extent the declared intentions of the government in this area are being fulfilled in practice. The theoretical part defines the concept and importance of family policy and describes its main tools and principles in detail. At the same time, it identifies the specific goals of the government in the field of family policy. The practical part compares the government statement with the legislative changes that have actually been adopted and evaluates the financial coverage of family policy. The main finding of the thesis is a high degree of consistency between the government's commitments and their practical implementation, although not all priorities are fully realized. A large part of the programme priorities have either been fulfilled or are in the process of active implementation. Legislative measures play a key role in the implementation of these changes and clearly reflect government priorities, for example in the support of more flexible working hours, childcare, and at-risk families. The analysis also reveals several key findings. Some deviations from the original intentions are not the result of failure, but rather a reaction to external factors, such as demographic trends, or are a consequence of time-consuming systemic reforms whose full impact will only be seen in the future.
