Localization of the Convention on the Elimination of All Forms of Discrimination against Women: A Case Study of the Czech Republic

The master’s thesis examines the localization of the Convention on the Elimination of All Forms of Discrimination against Women in the Czech Republic. It aims to identify factors that either facilitate or hinder the successful adaptation of the Convention’s norms. Within this context, the theoretical and methodological framework first addresses the ratification of human rights treaties and then presents the relevant international human rights standards. To provide a deeper understanding of the topic, the thesis further defines the concept of localization, including its different forms and the factors that affect the success of this process. The empirical section analyzes the Convention itself along with its international and domestic monitoring mechanisms, and then uses a case study of the Czech Republic to illustrate the process of localizing international norms. The main obstacles to effective localization in the Czech context were identified as underdeveloped domestic legislation, the limited legitimacy of local actors, deeply ingrained cultural practices, and restricted opportunities to align international norms with national frameworks. Conversely, the stability of the Czech institutional environment and the positive impact of new norms on the authority of key actors were found to be supportive factors.
