Support for the employment of people with disabilities in the labor market in the Czech Republic and its effect on wage costs

| Abstract: | Osoby se zdravotním postižením (OZP) jsou osoby invalidní nebo osoby se zdravotním znevýhodněním (OZZ). Jedná se o zranitelnou skupinu obyvatelstva, do které spadá přibližně šestina dospělé populace v EU a která je znevýhodňována mimo jiné i na trhu práce. V ČR mohou zaměstnavatelé na chráněném trhu práce (CHTP) dostávat příspěvek na mzdové náklady zaměstnávaných invalidních OZP. Tato bakalářská práce popisuje vývoj mzdových nákladů a uplatňovaného příspěvku mezi prvním kvartálem 2018 a třetím kvartálem 2024 na datech celé populace zaměstnanců na CHTP s důrazným zaměřením na první čtvrtletí po čtyřech navýšení maximální výše příspěvku, kterou může zaměstnavatel dostat. Ve všech bezprostředně následujících čtvrtletích po navýšení došlo k nadprůměrnému růstu průměrného uplatňovaného příspěvku, průměrné mzdové náklady tak jasný vývoj neměly. V práci se dále na popis vývoje průměrných mzdových nákladů čtyřikrát využívá metoda difference-in-differences (DiD). Pro její použití je srovnáván trend průměrných mzdových nákladů mezi invalidními OZP a OZZ a je deskriptivně popsán efekt čtyř navýšení maximální výše příspěvku. Průměrné mzdové náklady invalidních OZP mezi všemi navýšeními sice rostly, ale méně než průměrné mzdové náklady OZZ. I přes limity práce, jako je omezená přesnost srovnání mezi invalidními OZP a OZZ při DiD analýze, krátký časový úsek nebo skutečnost, že jsou DiD testy prováděny na celé populaci, přináší práce analýzu celé populace zaměstnanců na CHTP a argumentuje, že je možná navyšování maximální výše příspěvku nedostatečným nástrojem pro pomoc invalidním OZP na trhu práce. Tato práce je první akademická práce zkoumající efektivitu tohoto navyšování v Česku. |

| Abstract: | Persons with disabilities (OZP) are disabled persons or persons with health impairments (OZZ). They represent a vulnerable group of society that accounts for one sixth of the population in the EU and which is discriminated against on the labour market. In Czechia, employers on the protected labour market (CHTP) can acquire a wage subsidy for employing persons with disabilities OZP. This bachelor thesis describes wage costs and applied subsidy trend between first quarter of 2018 and third quarter of 2024 with data of the entire population of employees on CHTP, with a particular focus on the first quarter following each of the four increases in the maximum subsidy available to employers. In all those quarters, there was an above average growth of average applied subsidy, but the trend of average cost of wages was not so clear. To describe the trend of average cost of wages, the thesis then utilizes difference-in-differences (DiD) methods four times. For its usage, the trends of average cost of wages of disabled OZP and OZZ are compared and the effect of four raises of maximum value of the subsidy is described. In all four instances, the average cost of wages of disabled OZP grew, however their growth was slower than that observed among OZZ. The thesis, even considering its limitation including limited accuracy of comparison between disabled OZP and OZZ, short time period of the data or the fact that DiD testing is done on the entire population, brings an analysis of the entire population of CHTP and argues that raising the maximum subsidy may be an insufficient policy tool for helping disabled OZP on the labour market. This thesis is the first academic work examining the effectiveness of this increase in Czechia. |
