| Abstract: | Tato bakalářská práce hodnotí fungování Národní sportovní agentury a její dotační politiky v letech 2019–2024. Cílem bylo posoudit, zda zřízení agentury přispělo ke zvýšení transparentnosti, efektivity a hospodárnosti při nakládání s veřejnými prostředky určenými na podporu sportu v České republice. Teoretická část vymezuje základní pojmy veřejného sektoru, veřejných financí a sportovní politiky státu. Praktická část vychází z analýzy závěrů kontrolní akce Nejvyššího kontrolního úřadu a z rozhovoru s předsedou agentury Mgr. Ondřejem Šebkem. Výsledky ukazují, že v počátečních letech své činnosti agentura nenaplnila očekávání zejména v oblasti administrace dotací, transparentního nastavování pravidel a účinných kontrolních mechanismů. Na základě analýzy však lze konstatovat, že v posledních letech dochází ke stabilizaci procesů a zvýšení předvídatelnosti dotační politiky. Přestože lze pozorovat dílčí zlepšení, přetrvávají nedostatky zejména v oblasti měřitelnosti výsledků a jednoznačného prokazování efektivity využití veřejných prostředků. |

| Abstract: | This bachelor thesis evaluates the functioning of the National Sports Agency and its subsidy policy in the years 2019–2024. The aim was to assess whether the establishment of the agency contributed to increased transparency, efficiency, and economy in the management of public funds allocated to support sport in the Czech Republic. The theoretical part defines the basic concepts of the public sector, public finances, and state sports policy. The practical part is based on an analysis of the conclusions of an audit by the Supreme Audit Office and an interview with the agency's chairman, Ondřej Šebek. The results show that in the early years of its operation, the agency did not meet expectations, particularly in the areas of subsidy administration, transparent rule-setting, and effective control mechanisms. However, based on the analysis, it can be concluded that in recent years, processes have stabilized and the predictability of subsidy policy has increased. Although partial improvements can be observed, shortcomings remain, particularly in the area of measuring results and clearly demonstrating the effectiveness of the use of public funds. |
