Efficiency in healthcare

The main objective of this thesis is to evaluate efficiency in healthcare in OECD countries and Russia in the period 2005-2019. Other objectives were to evaluate the development of efficiency in the Czech Republic and to identify model countries in terms of efficiency for the Czech healthcare system. The analysis was carried out using DEA, MCDA and a questionnaire survey of Czech health care professionals. The data used for the analysis were taken from the database of the Organisation for Economic Co-operation and Development, the World Health Organization and the World Bank. Based on the questionnaire survey, the most important inputs to the health sector were selected as health expenditure to GDP, number of health personnel per 1,000 population, and number of hospital beds per 1,000 population. Healthy life expectancy, life expectancy infant mortality were identified as the most important outputs. Based on the analysis, it was found that the most efficient countries in terms of health care include both developed countries and less developed countries. It was further found that the efficiency of health care in the countries studied is mostly increasing except for a few countries like the Czech Republic. Israel was identified as the primary model country for the Czech health care system. Then there are also Estonia, Luxembourg, Italy, England, Spain, Slovenia and Canada. The conclusion of the thesis contains recommendations for health policy makers, which draw attention to possible facts that reduce the effectiveness of the Czech healthcare system compared to model countries.
