| Abstract: |
In the year 2024, discussions and debates within international relations and global media were increasingly dominated by ongoing regional conflicts. In contexts where genocide is central to national identity, as is the case with Israel following the Holocaust and Rwanda following the 1994 genocide, national security policies are frequently constructed around existential threat and historical trauma. However, why would states shaped by extreme violence adopt security practices that can reproduce cycles of conflict? The paper argues that these policies are not purely defensive but are also politically constructed inorder to gain regional influence and strategic interests. |

V roce 2024 byly diskuse a debaty v oblasti mezinárodních vztahů a světových médií stále více ovládány probíhajícími regionálními konflikty. V kontextech, kde je genocida ústředním prvkem národní identity, jak je tomu v případě Izraele v návaznosti na holokaust a Rwandy v návaznosti na genocidu roku 1994, jsou národní bezpečnostní politiky často konstruovány kolem existenciálního ohrožení a historického traumatu. Proč by však státy poznamenané extrémním násilím přijímaly bezpečnostní praktiky, které mohou reprodukovat cykly konfliktu? Tato práce argumentuje, že tyto politiky nejsou čistě obranné, nýbrž jsou také politicky konstruovány za účelem získání regionálního vlivu a prosazování strategických zájmů. |
