| Abstrakt: | Tato bakalářská práce analyzuje vztah mezi finanční kondicí systému veřejného zdravotního pojištění a hospodářskými výsledky nemocnic v České republice v členění podle typu zřizovatele. Pro zajištění stacionarity časových řad byl zvolen datový vzorek let 2001−2019, čímž byl eliminován strukturální zlom způsobený pandemií COVID‑19. Ekonometrická analýza metodou nejmenších čtverců (OLS) na agregátní úrovni naznačuje hraniční závislost hospodaření nemocnic na saldu fondů sociálního zabezpečení se zpožděním jednoho roku a indikuje anticyklický charakter sektoru. Dekompozice podle zřizovatelů statisticky průkazný vztah v žádném dílčím segmentu nepotvrdila, což odráží strukturální heterogenitu financování. Státní nemocnice operují v režimu měkkého rozpočtového omezení, zatímco ostatní segmenty jsou financovány prostřednictvím svých zřizovatelů. Práce formuluje hospodářsko‑politická doporučení směřující k systémové stabilizaci českého zdravotnictví. |

| Abstrakt: | This bachelor thesis analyses the relationship between the financial condition of the public health insurance system and the economic results of hospitals in the Czech Republic, categorised by the type of founder. To ensure the stationarity of the time series, a data sample from 2001–2019 was chosen, thereby eliminating the structural break caused by the COVID-19 pandemic. Econometric analysis using the Ordinary Least Squares (OLS) method at the aggregate level suggests a marginal dependence of hospital performance on the balance of social security funds with a one-year lag and indicates the countercyclical nature of the sector. Decomposition by founder did not confirm a statistically significant relationship in any individual segment, reflecting the structural heterogeneity of financing. State-owned hospitals operate under a soft budget constraint, while other segments are financed through their founders. The thesis formulates economic policy recommendations aimed at the systemic stabilisation of the Czech healthcare system. |
