Diplomová práce se zabývá vztahem mezi mírou perifernosti obcí a jejich rozpočtovými příjmy v České republice v období 2010-2024, přičemž empirická analýza byla zaměřena na vybrané roky 2010, 2016, 2020 a 2024. Cílem práce je posoudit, zda se mezi obcemi s různou mírou perifernosti vyskytují statisticky významné rozdíly ve fiskální kapacitě a ve struktuře jejich rozpočtových příjmů. Praktická část vychází z analýzy dat rozdělených do pěti kvintilů perifernosti a využívá jednofaktorovou analýzu rozptylu ANOVA, Kruskal-Wallisův test, Leveneho test a navazující post-hoc analýzy. Výsledky analýzy ukazují, že mezi obcemi s různou mírou perifernosti nebyly zjištěny statisticky významné rozdíly ve výši celkových daňových příjmů ani v podílu daně z nemovitých věcí na celkových daňových příjmech. Statisticky významné rozdíly byly naopak potvrzeny u výnosu daně z nemovitých věcí na obyvatele a u celkových příjmů přepočtených na jednoho obyvatele obce. Zjištění poukazují na významnou redistribuční funkci systému financování obcí v České republice.

Abstrakt:
This thesis examines the relationship between the degree of peripherality of municipalities and their budget revenues in the Czech Republic during the period 2010–2024, with the empirical analysis focusing on the selected years 2010, 2016, 2020, and 2024. The aim of this thesis is to assess whether there are statistically significant differences in fiscal capacity and in the structure of budget revenues among municipalities with varying degrees of peripherality. The practical section is based on an analysis of data divided into five quintiles of peripherality and employs one-way ANOVA, the Kruskal-Wallis test, Levene’s test, and subsequent post-hoc analyses. The results of the analysis show that no statistically significant differences were found between municipalities with varying degrees of peripherality in terms of total tax revenue or the share of property tax in total tax revenue. Conversely, statistically significant differences were confirmed in property tax revenue per capita and in total revenue per capita of the municipality. These findings point to the significant redistributive function of the municipal financing system in the Czech Republic.
