Analýza vývoje regulačních funkcí státu v odvětví telekomunikací v České republice

The aim of this work is to analyze the function of the state as regulator in the telecommunications sector in the Czech Republic, during the analysis period from 1989 to the present time. The work will be judged by the degree of regulation in the industry (hard or liberal regulation) and control behavior in different time periods. After the financial crisis in 2007 and 2008, which came from the USA, the view on the level of control changed and there are different views on the level. Currently, there is lively debate among economists, politicians and bankers, the degree of regulation to be introduced in key national economic sectors. The theoretical part will define the term regulation and will describe the basic functions of the regulator. There are described regulatory bodies to which the regulation effect. The theoretical part will also address the economic theories that deal with the regulation, liberalization and deregulation. They compared the various economic schools views on the theory of economic regulation. The practical part will be carried out analysis of the development of telecommunications industry, divided into several time periods since 1989. At each stage will be examined legislative and legal anchor, institutional framework and there will be also analysed thein own activities and performance of the regulator - the decision of licensing, fines, etc. It will also assess the effectiveness of the functioning of the regulator in the telecommunications sector, its impact on the functioning of the market and whether regulation of the telecommunications market is necessary and whether these regulations positive or negative effect on consumers.
