Abstrakt:
This diploma thesis deals with the proposed extension of the minimum entitlement to annual paid leave from 4 to 5 weeks. The aim of this thesis is to answer the main research question, whether it is necessary to introduce blanket legalization of 5 weeks of minimum entitlement to annual leave in respect of the legal-institutional development in the Czech Republic and the current state of this institute in the European Union. A partial aim of this thesis is to find out, with the help of a questionnaire survey, how the institute of annual paid leave differs in individual sectors of the national economy in 2019 and whether this change would entail a loss of attractive benefit for the addressed companies. The theoretical part briefly characterizes the main approaches of economic theory to the issue of individual labour supply decisions, phenomena leading to the substitution of leisure time work and parametric characteristics of the holiday institute and other form of additional rest. The practical part is divided into three parts. In the first part, the analysis of the legal-institutional development of the holiday institute between 1918-2019 is carried out. The second part is devoted to the comparison of average hours worked and the legal base of holiday allowance across the European Union countries. Both parts showed that there is no need to introduce a blanket legalization of 5 weeks of leave in the Czech Republic due to the legal-institutional development in the Czech Republic and the current state of the institute in the European Union. A questionnaire survey shows that five weeks of holiday is almost standard across national economic sectors. The survey also shows that across-the-board enactment of the holiday week would, in addition, entail a loss of attractive benefits for the companies addressed.
