My thesis examines the dynamics of Finnish-Russian cooperation in the field of nuclear energy, a subject of significant academic and practical relevance due to its implications for energy security, regional geopolitics, and sustainable development. The study is motivated by Finland’s need to secure a stable and sustainable energy supply and Russia’s aim to promote its nuclear technology on the international stage in order to spread its influence. The goal of this research is to analyze the motivators, outcomes, and strategic dimensions of nuclear energy cooperation between Finland and Russia. The research questions focus on identifying the primary motivators behind this cooperation, the strategic benefits for both nations, and the broader implications of this partnership for energy policy and regional security. My aim was to find out what are the primary motivators behind Russian-Finnish cooperation in the field of nuclear energy, how do geopolitical dynamics between Russia and Finland impact their nuclear energy cooperation and how the cooperation affects the relations of the two countries and forces them to change their priorities. The theoretical framework integrates concepts from international relations theories of realism and liberalism, with a specific focus on energy diplomacy and interdependence theory. Methodologically, the study employs a qualitative case study approach, analyzing policy documents and bilateral agreements to provide a comprehensive understanding of the subject. The findings reveal that the primary motivators for cooperation include energy security for Finland, economic benefits for Russia, and mutual interests in environmental sustainability. The cooperation also reflects a complex interplay of geopolitical strategy and economic pragmatism, which has significant implications for the broader European energy landscape. The study concludes that while the Finnish-Russian nuclear partnership offers substantial benefits to both parties, it also necessitates careful management to balance national interests with broader regional and environmental goals.
