Abstrakt:
Předkládaná diplomová práce se zabývá fungováním Centrální banky Argentiny (BCRA) jako instituce na základě analýzy tzv. best pracices. Dílčím cílem práce je zmapovat vybrané aspekty aktuálního vývoje v Argentině, především se zaměřením na reformní snahy prezidenta Javiera Mileie. Práce je tedy případovou studií. Teoretická východiska se v úvodu zaměřují na význam CB a její funkce, v dalších podkapitolách jsou pak identifikovány best practices ve fungování banky. Prvky best practices jsou hledány v oblastech míry nezávislosti banky, její transparentnosti a komunikaci, odpovědnosti k veřejnému i soukromému sektoru a hodnocena je i oblast struktury banky a jejího řízení. Analytická část práce aplikuje zjištěné poznatky na Centrální banku Argentiny. Třetí kapitola sleduje aktuální změny a pokusy o reformu argentinské ekonomiky a zamýšlí se nad její možnou dolarizací.

Abstrakt:
The presented thesis deals with the functioning of the Central Bank of Argentina (BCRA) as an institution based on an analysis of best practices. The partial aim of the thesis is to map selected aspects of current developments in Argentina, primarily focusing on reform efforts of President Javier Milei. The thesis is therefore a case study. The theoretical framework focuses firstly on the importance of the CB and its functions, while the following subchapters indentify the best practices in the functioning of the central bank. Elements of the best practices are sought in the areas of bank independence, transparency and communication, accountability to both public sector as well as to private sector and the bank´s structure and management are also assessed. The analytical part of the work applies the findings to the case of Central Bank of Argentina. The third chapter of the thesis follows current changes and attempts to reform Argentinian economy and reflects on the possible dollarization.
