Hrozby umělé inteligence a odpověď regulací v prostředí ČR

The thesis is focused on the threats of artificial intelligence and how regulation responds to these threats in context of Czech Republic. The aim was to identify the main threats of AI, to find out what is the state of regulation in the Czech Republic and evaluate how these regulations respond to these threats. This thesis is based on a search of expert sources and analysis of legislative or strategic documents. The thesis shows that the main threats include unemployment, energy consumption, cybersecurity, deepfakes, misinformation, general system failure, loss of people's ability to think independently and singularity. Regulation has been shown to address some of the threats with more and some with less intervention. The ones addressed the most include cybersecurity, general AI system failure, deepfakes, and misinformation. These are threats for which there are a number of stringent measures in regulation that seek to mitigate them. The threat of unemployment is somewhere in the middle of this spectrum. The last three threats, loss of reasoning ability, energy consumption and singularity, are the least addressed by regulation, often only indirectly and unspecifically or not at all. It is not clear however, that a tough response is always the right response. This thesis merges two related topics, threats and regulation, which are usually addressed separately. Because of the youth of the industry and its regulations, the reality of the threats and the impact of regulations is not clear yet. Further research is appropriate
