POSSIBLE FORMS OF STRUCTURAL REFORM OF THE CZECH PENSION SYSTEM

The aim of this thesis is to find a suitable structural reform of the pension system in the Czech Republic. The reforms are formed on the basis of theoretical knowledge of pension systems and their reforms carried out in Germany, Great Britain and Sweden. The main added value is the creation of three unique concepts of structural pension reform in the Czech Republic based on the analysis of the pension systems of the monitored countries and the analysis of macroeconomic and demographic realities. The work contains mathematical calculations and predictions of practical impacts when implementing specific measures. Each reform proposal includes the expansion of the existing system by one or more pillars. This results in a partial model change of the system from a social-democratic model to a more conservative, liberal, or neoliberal direction. The results show that it is possible to continue in parametric adjustments of the existing system. Nevertheless, the structural changes of the pension system represent a significant qualitative step forward and can significantly contribute to the consolidation of public finances and overall stability. Mathematical-insurance indexation and equalization mechanisms prove to be an ideal means of achieving financial stability and sustainability of the system. All pension systems of the monitored countries also have some kind of employee schemes, which are not included in the Czech system and could significantly contribute to improving the quality of the system and diversifying risks. The transition from PAYG to FF DC turns out to be the most problematic, as the costs of changing the financing method are too high.
