The study assesses the impact of legal regulations on the expansion of cooperative housing and compares its availability both in the context of the Consumer Price Index (CPI) and against ownership and rental housing. New indicators, Imput Share-to-Income Ratio (IS/I) and Total Cost-to-Income Ratio (TC/I), were defined for cooperative housing, while existing approaches, Price-to-Income Ratio (P/I) and Rent-to-Income Ratio (R/I), were used for ownership and rental housing. The results show that cooperative housing is generally more affordable than ownership housing, but its availability is susceptible to fluctuations in the mortgage market compared to rental housing. In the long term, cooperative housing offers cheaper housing units. The study identifies legislative barriers restricting the development of cooperative housing, such as weak legal protection and high settlement shares. It concludes with recommendations for simplifying legislative processes and increasing state support, for instance, through tax relief and the provision of sustainably managed land for new development. |
